Though passersby certainly enjoyed the bubbles blossoming out of the Sails on Sunday, the City of Kelowna was less impressed.
Someone filled up the fountain at the Sails with bubbles, and Tom Wilson, Communications Supervisor at the City of Kelowna, called the prank “a nuisance” for the City. According to the building services manager Martin Johansen, the clean-up cost two hours of double time for the City, since they had to call someone in on the Monday stat holiday. The clean-up was $200, plus the cost of defoamer.

There were no reported mechanical or environmental issues from the bubbles.
Though the cost is relatively minor compared to many other city services, Wilson pointed out that it was money that’s not planned for in the budget.
It hasn’t been confirmed who the pranksters are.
