Two More BC Teachers Disciplined By Regulation Branch

Two more teachers in BC have been disciplined by the Teacher Regulation Branch bringing the total number of teachers disciplined in 2014 to 51.

The Ministry of Education posted the consent resolution agreement for Chung Yuk (Joan) Ma online Tuesday afternoon stating that she has been found guilty of professional misconduct. Ma was an elementary school teacher in School District 39 (Vancouver) at Dr. Weir Elementary School. On November 2nd, 2011 the district made a report after terminating her employment.

Several times Ma had been disciplined by the school district for inappropriate behaviour in 2008 including hitting students on the bottom, back of the head, counselling students on sensitive matters and using inappropriate language. In 2009 Ma was suspended for seven days after she dressed up a cupid for Valentine’s Day and involved the children in a “kissing game.”

Then in 2010 Ma was suspended for 10 days after she taught a Grade 3 class a song by Lady Gaga. The song included inappropriate words and sexual content not suitable for children that age. In December of 2010 Ma went on medical leave and has not taught since. She has since been fired and had her teaching certificate suspended.

Another teacher, George William Kiteley, has temporarily lost his teaching licence, this for making inappropriate remarks about sexual orientation, race and disability to grade six and seven students. A teacher with School District 43 in Coquitlam, Kiteley relinquished his certificate and resigned from his position in June of 2012. In the fall of 2011 while teaching students math and science Kiteley is said to have intimidated students by poking them for misbehaving and miming the loading and firing of a shotgun at a student.

Kiteley has be found guilty of misconduct and had his teaching certificate suspended for three months.
