National Energy Board Approves Gas Pipeline in Northern B.C.

The National Energy Board (NEB) has given the green light for the construction of a 300 kilometre natural gas pipeline in Northern B.C.

On Thursday, TransCanada announced that the NEB has recommended the Federal Government approve the company’s proposed $1.7 billion North Montney Mainline Project, which would be connected to the proposed Prince Rupert Gas Transmission Pipeline.

"The Project is a critical component in the infrastructure chain between prolific and growing Canadian gas supply and existing and new markets, and the NEB recommendation is a significant milestone for the growth of our NOVA Gas Transmission Ltd. (NGTL) System," said Russ Girling, TransCanada's president and chief executive officer. "This Project and the NGTL System are important parts of TransCanada's $46 billion capital growth plan, which includes more than $14 billion in proposed natural gas pipeline projects to support the emerging liquefied natural gas (LNG) industry on the west coast of British Columbia."

Although under recommendation from the NEB, TransCanada must acquire approval from the Federal Government before moving forward with construction. In addition, the company is required to meet over 40 conditions upon construction and completion of the project. Such stipulations include pipeline integrity, the protection of the environment, and matters of public and Aboriginal consultation.

The NEB has said that the project is not likely to cause significant adverse environmental effects. However, one member of the review panel was not of the view that the entire project should proceed, as a portion of the proposed pipeline and associated facility would be implemented on land that is of special importance to First Nations.

TransCanada said they will comply with all regulatory requirements outlined by the NEB and will continue conversations with Aboriginal groups in conjunction with the land in question.
