Kelowna Pedophile Released into Unknown Community

Shaun Joshua Deacon was released from jail under a statutory release on Thursday as he completed serving time for breaching conditions of his previous release. Conditions have been put into place by the Parole Board of Canada for the 50-year-old who has been previously been convicted of molesting children.

Deacon has a lengthy criminal history for sexually assaulting both boys and girls and is known to befriend women with the intent of gaining access to their children. While Deacon has been deemed as a high-risk to reoffend, it is up to the police to notify the public as to where he will reside.

In 2012, the Vancouver Police Department (VPD) issued a warning that Deacon would be residing in the community. Stating that he poses a high risk of “significant harm to the safety of boys under the age of 16”, the VPD released a photo and a list of conditions Deacon was to abide by while under supervision.

It was during this time that Deacon breached his conditions and was sentenced to jail time. According to Patrick Storey, Regional Manager of Community Relations for the Parole Board of Canada, Deacon is currently serving a long term supervision order from his previous convictions. When an offender breaches these conditions they face up to two years in prison for each breach, and the supervision order is placed on hold until the sentence is served.

According to documents obtained by KelownaNow, Deacon’s most recent breach occurred when he was found at a church where children regularly attend. Deacon is not allowed to attend places where children under 16 may be present.

In the past, Deacon has continued to breach his long term supervision order (LTSO), as many as 15 times. His long term supervision order has been extended to May 2018. While released, Deacon must abide by eight conditions of his LTSO including no direct contact with children under the age of 16 unless pre-approved by his parole supervisor, he must not contact previous victims, he cannot be near areas where children are nor can he have access to the internet, he must reside at a specific place, he is not allowed to possess photos of children, he must follow a treatment plan/program, and he is to report all relationships.

Deacon’s criminal history includes being convicted of assault a five year old girl and three boys under the age of 13 in the 1980's. He also abducted a child in Kelowna while awaiting sentencing for these crimes. While on parole in 2001 he was caught with a young boy in his halfway house room, then in 2004 a photo of a young boy was found on his computer.
