City staff seeking Council's approval to move onto second phase of North End Plan

City Staff will be seeking approval from Council to move onto the second phase of the North End Plan (NEP) during Monday’s meeting.

In July, Council requested that city staff launch the planning process of the NEP which is “intended to guide and manage the evolution of the North End Neighbourhood over the next 20 years or more.”

Divided into four phases, the NEP is scheduled to take about 18 months to complete.

According to the report, the plan will also identify how land will be used, housing approaches, transportation improvements, as well as what utilities, parks and public spaces are needed to meet community needs.

The first phase included background research, creating a community profile and launching public engagement.

A “get involved” webpage was also created and residents can mark a map of the neighbourhood with comments about what they enjoy and what they hope to see in the future.

City staff are also establishing a Community Liaison Committee (CLC) to facilitate information sharing and dialogue between project teams and the community.

The second phase of the NEP will include establishing the vision and objectives of the long-term plan.

The vision will determine how the neighbourhood will look, feel and function while the objectives will aim to reflect the strategies required to achieve the vision of the future North End.

City staff will also be requesting that $8,800 in unused funds from the Capri-Landmark Urban Centre Plan be transferred to the North End Plan.

Staff will also be applying to a grant through the Federation of Canadian Municipalities (FCM) Green Municipal Fund Sustainable Neighbourhood Action Plan fund.

The report mentions that the former Tolko Mill site will be addressed under a separate, more detailed report, called the Mill Site Area Redevelopment Plan.
