Housing Needs Report says Kelowna needs nearly 45,000 units by 2041

The City of Kelowna’s interim Housing Needs Report (HNR) says the city needs over 44,500 units by 2041 to meet demand.

Kelowna adopted its Housing Needs Assessment (HNA) in 2023.

Since then, there have been changes to the Local Government Act, requiring municipalities and regional districts to complete a HNR by Jan. 1 using a standardized method.

City staff told council on Monday that the HNR method is similar to the method used in Kelowna’s 2023 HNA and produced similar results.

“Primary differences include the time horizon, with the provincial HNR Method requiring a calculation of total number of housing units needed over 5 and 20 years instead of the 10-year horizon for the 2023 HNA,” the staff report said.

The new provincial requirements include an update to the Official Community plan no later than Dec. 31, 2025.

City council heard that the HNR requires a statement about the need for housing in close proximity to transportation infrastructure that supports walking, bicycling, public transit or other alternative forms of transportation.

City staff said they will conduct regular five-year updates to estimates of housing needs with the first report being required by Dec. 21, 2028.
