The City of Kelowna’s October public hearing has three items on the agenda.
On Oct. 8, Kelowna city councillors will consider OCP, text and rezoning amendments for a mixed-use project in Glenmore, a structural change for a North End brewery and Heritage Alteration Permit to add additional units to a Pandosy property.
Members of the public will be able to address council if they believe any of the changes affect them.

OCP amendment, new CD zone and rezoning of 1490 Cara Glen Way
Kelowna council reviewed this project on Sept. 23. The developer is looking to construct a multi-unit residential project with apartments, townhouse, commercial uses and over five acres of parkland.
The OCP amendment will change the future land use for portions of the property from Core Area Neighbourhood to Natural Areas.
The text amendment will create the new CD29 – Cara Glen Way Comprehensive Development zone and the rezoning will change the property to the Parks and Open space zone and the new CD zone.
Capacity increase for Kettle River Brewing
The owners of Kettle River Brewing submitted an application in late July to make their temporary COVID-era patio extension a permanent part of the brewery.
The Temporary Expanded Service Area program, which was introduced in 2020, will be ending on Dec. 31, 2024.
Making the patio a permanent fixture would increase the liquor area and capacity from 109 people to 135 people. Staff recommend support as they have not received negative feedback from the community or RCMP.
Heritage Alteration Permit to add 16 townhouses to the Cadder House property
This application was given initial consideration in early September. The proposal is to build 16 dwelling units on the property at 2124 Pandosy St., which will require a Heritage Alteration Permit for the form and character.
Staff has told council that the Cadder House will continue to be protected as a heritage asset and the new units will be built along the north side of the property, closest to Cadder Avenue.
Two variances are being requested.
Staff say that although no parking is required under the MF4 zone, the applicant is proposing 10 parking stalls including 13 regular sized stalls with additional 0.5 metres in length, five small stalls in tandem to the larger stalls and one accessible stall.
The second variance is to increase the third storey floor area to be 87%, an increase from the 70% permitted.
