UPDATE: Council okays rezoning for 29 units off Glenmore Road

(UPDATE: Feb. 7 @ 7:30 pm) – A rezoning application for a proposed four storey 29-unit apartment building in Glenore was given the green light by city council on Monday.

The applicant, Krahn Engineering Ltd., was seeking approval to rezone a vacant lot from the C1 – Local and Neighbourhood Commercial zone to the MF3 – Apartment Housing zone.

The property is located at 1975 Union Road, across the street from the North Glenmore Elementary School.

Although there was a concern about potential variances, which have not been detailed at this time, councillor Ron Cannan was supportive of the project.

“I support moving this forward, I think it's appropriate land use for this area,” said councillor Cannan.

Planning staff said they were tracking three variances and were hoping to resolve them before bringing forward the development permits.

Councillor Mohini Singh wondered about parking and access to the lot, due to its odd shape.

“I know it's all really early but if we rezone it, we have to make sure these issues are taken care of,” said councillor Singh.

Planning staff said vehicle access would be constructed on the easternmost part of the property, off Union Road to divert traffic from Glenmore Road.

As far as parking goes, planning staff said the developer was working to provide accurate parking based on the city’s bylaws and no parking variances were being tracked at this time.

“Very supportive of this rezoning coming forward, it’s a unique shaped lot so I applaud the applicant coming forward with something that is fairly sensitive to the area,” said councillor Wooldridge.

“It’s transitional in height, so I support the four storeys. It is on a transit supportive corridor, so it makes sense.”

Ultimately, council supported the rezoning of the lot.

Next steps will see city planning staff bring forward development and development variance permits at a later date.


(Original story: Feb. 5 @ 9:25 am) – Kelowna council is scheduled to review an rezoning application for a proposed townhouse development at the corner of Glenmore Road and Union Road.

The applicant, Krahn Engineering Ltd., is looking to rezone a vacant lot from the C1 – Local and Neighbourhood Commercial zone to the MF3 – Apartment Housing zone.

If council gives the zoning application first reading, this would make way for a four-storey, 29-unit apartment building at 1975 Union Road.

The property was part of a subdivision in 1994 and several applications have been proposed, some dating back to the mid-1990s but the property has remain vacant,

City planning staff say the property is located in a Core Area Neighbourhood and support the rezoning proposal.

The project would be located across the street from the North Glenmore Elementary school and just north of École Dr. Knox Middle School.

“This rezoning application … is supported by the OCP objectives for the core area which includes to focus residential density along transit supportive corridors and to design residential infill to be sensitive to neighbourhood context,” say city planning staff in their report.

Should city council approve this rezoning, city planning staff will bring forward development and development variance permits at a later date.

Kelowna council is scheduled to take a look at this proposal during the regular meeting on Monday at 1:30 pm.
