This month’s public hearing has only two items on the agenda for properties in the Southwest Mission.
On Tuesday, April 9, Kelowna City Council will be considering Official Community Plan amendments and a rezoning application for one property and a development permit and development variance permit for another.
The applicant is looking to change the future land use designation from NAT – Natural Areas designation to the S-RES – Suburban Residential designation.
They are also looking to rezone portions of the subject property from the RU2 – Medium Lot Housing zone to the RU3 – Small Lot Housing zone to facilitate a nine lot bareland strata development, says a staff report.
According to a report, the parcel is partially constructed and is about 1.15 hectares (ha ) in size.
The residential portion would consist of about 0.48 ha of land and the remaining 0.67 would be dedicated as park and open space.
“The bareland strata configuration allows for one access from Upper Mission Drive with an internal road to provide access to the nine single family lots,” say staff in the report.
“This configuration aids in maintaining transportation objectives which include limiting residential accesses onto Upper Mission Drive while still allowing single family housing type development.”
Support for the OCP and rezoning are recommended because of the amount of park space. They also say the project is considered “compatible” with the surrounding land uses and meets a number of policies under the OCP.
Staff add that the developer has received preliminary approval from FortisBC.
This application is to vary the maximum sign area and the maximum height of a free-standing sign at the commercial development on 940 Frost Road, which is set to open this summer.
According to the staff report, the applicant wants to vary the sign area size from the permitted three square metres to the proposed 8.17 square metres.
They also want to vary the height from the permitted three metres to a proposed five metres.
Staff say before the property was rezoned it fell within the Urban Commercial sign category, which allows signs up to 10 m2 sign area and five metres in height.
However, after it was rezoned to the VC1 – Village Centre it was moved into the Local Commercial category in the Sign Bylaw, which limits signs to 3 m2 in sign area and 3 m in height.
“Given the nature of the single storey, “strip mall” style commercial development approved on the site, and because it is adjacent to a major arterial road, staff consider the proposed free-standing signage to be reasonable,” the report says.
“As a condition of approval, staff recommend that the sign only be illuminated during the opening hours of businesses in the development.”
Anyone who lives in the area and believes they will be impacted by the variance will be invited to address council and the developer during the public hearing which starts at 4 pm.
