Release of Kelowna man with 421 police files, 64 charges since 2016 prompts RCMP warning

The RCMP says it's taking “the unusual step” of advising the public about the release of a prolific offender who resides in Kelowna, but has no fixed address.

Justin Wayne Collins, 45, was released from custody again after his latest arrest on Monday for assault, mischief, theft of mail and breach of a probation order.

“He appeared before a judge and subsequently was released by the courts with further conditions,” an RCMP release explained.

Since 2016, Collins has generated 421 police files and 64 total charges against him, which includes violent assaults, robbery, theft, mischief and indecent acts.

The release noted that his behaviour has made him unsuitable in supportive housing environments and he is presenting no signs of becoming healthier in society.

“The Kelowna RCMP continues to make arrests and bring Justin Collins to court, however, without adequate consequences or compulsory pathways to mental health and substance use programs, our public is at risk,” said Supt. Kara Triance.

“Justin Collins is a repeat offender who has no regard for the safety and well being of others.”

According to police, there are many court-imposed conditions and trespass notices prohibiting his public access to businesses, but Collins “blatantly disregards” them and has demonstrated no respect for the courts or justice system.

The RCMP is asking the community to contact them immediately if Collins is seen breaking the law or creating unsafe spaces.

“We will respond to bring this repeat offender back to the courts,” the RCMP release noted. “If you see Collins and believe he is involved in another criminal act, please call 911 and report him.”
