City of Kelowna staff are recommending support for the first portion of a “village centre” that would include a proposed 300-unit multi-family development in the Upper Mission.
The proposed development would be part of The Ponds development, in a section that has seen no commercial or multi-family development.
Located at 1055 Frost Road, the project is near Canyon Falls Middle School as well as park and trails.
City planning staff recommend that council give support to the Official Community Plan amendment, the rezoning application and send the proposal to a public hearing for further consideration.
Highstreet Ventures Inc. is proposing four apartment buildings on the site which would provide 298 units that would be a mix of two and three-bedrooms.
The project would also include green space and an amenity building for residents.
“The plan envisioned a substantial mixed-use ‘village centre’ with places to live, work, shop, and socialize, that will be the focal point of the community and would accommodate a range of residential housing forms, an elementary school, and an array of parks, pathways, and natural areas,” reads staff report.
In addition to the housing, staff say the development would also contribute to an increase in road usage in the area.
A number of off-site upgrades are proposed to mitigate the increase in traffic, including contribution to traffic signals at the intersection of Frost Road and Gordon Drive and the installation of pedestrian safety flasher lights at the intersection of Frost Road and Steele Road.
City staff anticipate processing future development permits for any future commercial units, but no applications have been submitted.
Earlier this month, council set a public hearing for May 31 for another phase of The Ponds development. This portion is located off Steele Road and would introduce an extension of the road way, potentially contributing to the increased traffic on Frost Road.
Kelowna City Council will make a decision at the regular council meeting scheduled for Monday, May 16 at 1:30 pm.
