Developer resubmits plans for proposed mixed-use, rental building on Rutland Road

Revised plans have been submitted for a proposed development near the corner of Rutland Road and Highway 33.

Calgary-based Arlington Group submitted their original application in October 2021 and Kelowna City Council approved a four stoery increase in March 2022. Their latest application was submitted in November and was just circulated at city hall earlier this month.

The new plans detail a six-storey mixed-use building at 155-179 Rutland Road. The building would include street level commercial retail, 114 residential units above and one level of underground parking.

“The project, named ‘Central’ is a nod to its central location in Rutland’s downtown core,” states a letter of intent.

“Central will become an urban node within Rutland due to the project’s creation of new residential and commercial spaces that will dramatically enhance the area for individuals and families who call Rutland home.”

To accomplish this, the developer is looking to rezone the property from UC4 – Rutland Urban Centre to include a rental sub-zone.

The rental building would include a mix of studio, one, two and three bedroom units on the upper five floors.

In addition to the rezoning application, the developer’s letter of intent includes a few minor variances to building height and parking requirements.

Arlington Group is looking to reduce the setback on portions of the building over 16 metres. They are also looking to reduce the number of parking spaces from the required 72 to a proposed 65 spaces.

This could be allowed under the city’s bylaw, which allows rental buildings to reduce parking spots. The developer will be required, and has already voiced their intention, to pay the cash-in lieu.

The developer is also offering to make a donation to the city’s tree planting program to compensate for the missing on-site trees, on the condition that all work from the donation be done in the Rutland area.

Staff in the city’s planning department may require additional information on this project before they forward it to council for consideration.
